The practice, which often leads to confusion about the actual amount of daylight we experience, was first implemented to optimize the use of daylight. The last major switch back to Standard Time was just a few months ago in November, reminding us how easily we can forget about these changes.

Indeed, the introduction of new DST rules in 2007 extended the duration of Daylight Saving Time by an additional four to five weeks annually. Presently, the U.S. observes DST for approximately 238 days a year, a significant increase from the 210 days noted in 2006. This implies that for about 65% of the year, Daylight Saving Time is in effect, challenging the notion of what we consider standard time.

Each year, DST kicks off at 2:00 a.m. on the second Sunday of March across most U.S. states and territories. However, not everyone adheres to this schedule. States like Hawaii and Arizona—aside from the Navajo Indian Reservation—do not observe DST.

Subsection 1.1.1: The Debate on Energy Savings

The question of whether DST contributes to energy savings has long been a topic of inquiry. A study by the Department of Energy, released in November 2008, confirmed that DST does indeed lead to energy savings. The findings indicated that Extended Daylight Saving Time results in approximately 1.3 Tera Watt-hours (TWh) of electricity savings, translating to a daily reduction of around 0.5 percent. While this may sound minimal, it amounts to a reduction of 17 Trillion Btu (TBtu) over the spring and fall periods of DST, which is about 0.02 percent of the total U.S. energy consumption in 2007.
